I think Falkners dad just gave him freshly caught Pokemon as a gift before eloping with a woman he was having an affair with.Falkners mother,obviously,wouldn't tell her son that so she told him he died and Falkner built up the fantasy in his head that the pokemon were his fathers dying gift.

Have you ever noticed how some dialogue text in HG/SS hinted that Falkner's father was actually alive? I remember him having a typical "My dad's stronger than your dad" argument with Janine in the Celadon, bragging about how his dad was a better trainer than Koga.

There's a whole theory about this - remember if you rematch Falkner his team gets whoopassawesome post-game? Most of the fandom believes that every Gym Leader has a range of pokemon for most every level - they take pity on you and send out pokemon around the same level as your team at the time - and when you rematch them, the gloves come off.
But anyways this made me giggle so hard. I don't even.

Yeah, they probably want it to be a fair fight and at least give you a chance while not holding back in their skill and strategy to defeat you. Levels are important but you need the skills to handle that strength.
