Welll they are modled after a mole so maybe under ground it does have feet we just can't see them.
Also it uses scratch the same way a Typhlosion can use Ariel Ace

I always imagined Diglet as a worm with serrated skin, like a shark (sharp to the touch if you run you fingers the wrong way). When Diglet scratches, it just leaps at the enemy, brushing against them, cutting them.

If you think that's weird, consider Attack/Defend/Heal Order, all of which involve your Pokemon generating MANY more as cannon fodder...
