He is still trying to stop Zutara,
Toph is quite neutral and Sokka the jealous brother is in Aang’s side, Zutara must be stopped, well until he realizes that her sister happiness is first or what is the same that Zuko will become the firelord 
However Aang enters the avatar state for the sorrow and the frustration that Zutara can’t be stopped but the one who is by his side trying to stop him is Toph could it be Taang is beginning?Avatar fan art 2:

lol i love it but of the previous comments did have a point in this part of the story azula had shot aang in the back preventing him from reaching the avatar state.

yes the comic happens after azula shot him but wasn't it just blocked his ability to master the avatar state for being conscious of what he was doing and to be able of getting in and out whenever he wanted

His seventh chakra is sealed he gets in the avatar state becuase he is angry and frustrated that no one is going to help him to stop Zutara
