Why not both?
Start with clean lines, and cell shading. Then add texture with paint strokes, and blend the shadows a bit.
Look at the hair for example: the paint stroke texture feels more realistic (right), and the clean line art and shadows would make it nice and sharp (left).
My vote: Best of Both.

I like the hair and eyes more in the second example, and the rest in the first example. ^^
