It's a really cute design, but there is one thing that bugs me - you got to work on giving your OC's more of a forehead. It's like it cuts off right at the eyebrows and it looks very awkward.
As for the personality, it sort of contradicts itself. You cannot be cold-hearted and uncaring, yet loyal and able to believe in dreams. To be loyal means there is capacity to care for the people you're connected with. I'm sorry, she just seems a little flat and cookie-cutter esque.

Well, as you bring up the 'coldhearted' thing in the biography, a character comes to mind. Her name is Kaderin and she's from one of my favorite naughty books. She was 'blessed' with an inability to feel emotion after the death of her sisters - which was aparently her fault. But as she goes through the years completely numb, she still has a quick wit, can tell between friend and foe and has a strong sense of honor.
But her inability to care starts to fade away when she meets the man that will become the love of her life. Her humor becomes stronger, her sense of right and wrong is scrambled and she is torn between wanting to stay numb and needing to feel again.
It's playing around with ideas like that that gives a character more depth and has them stand out from all the others. If you need any help at all, I'm more than happy to lend a hand.

Around me you don't have to worry. I take it. It's better then being beat on like I was growing up because it can't really hurt me.
I NEED IT! Jesse was easy because she is me and Lulu is me from when I was 15/16 when I created her, but Elizabeth is totally different for to me since she doesn't have any of me in her. I want her to be like cold and dark to people outside of the Kid Pirates and care for Kidd at the sametime. @_@ I'm confusing myself.

Basing characters on yourself is just as tricky as basing characters on other people. When it's yourself, you don't tend to point out more realistic flaws or sometimes you glorify those flaws - which makes them no longer flaws.
Characters need to be consistant, flawed and have a certain likability. And not a lot of people understand what that means.
Being three-dimensional means that there's more going on inside of a character than meets the eye. Someone can be naive to how the world works, yet surprisingly insightful. A person can give off the feeling that they're cold and uncaring, but secretly long for someone to hold on to.
Always give reasons for the way they act, too - no one is the way they are just 'cause.

Well... I might as well tell you what I had planned now. 
The isle of Jabberwock was a side story I wrote a long time ago and it's based on the poem by Lewis Caroll. It's an island covered in myst, completely isolated from the world, but in different areas of its thick jungle there are ruins. Solve the riddles at each of these temples and you are rewarded with a fragment of the Vorpal Sword. Once you have all the pieces, the Vorpal Sword becomes a key and if you choose to use it, you awaken a monster called the Jabberwocky - which happens to be the island itself!
That's basically my thing when it comes to rping. I come up with side quests and puzzels and I like to see where people can take it. Hopefully I can try again sometime in the future.

Yeah. Once I'm done with her I'm going to do her, Lulu, and Jesse after the timeskip. Nothing much really changes o Elizabeth other then the fact that she has fur on her collar, her skirt is then shorts, and her bounty gets raised to 300,000,000 beris. She did a lot of killing during the two year timeskip to try to out do Luffy, but you know it doesn't work. lol

Yup. I got a few ideas on hair color and eye color from one of my group member on to try doing something like pink and purple since I'm always using red, blue, white, and brown for my characters, so I took the advice. lol. Her clothing style is also way different then I normally do. Everyone is either in pants or long shorts. lol. Oh, and not as much skin showing. lol.
