It's an offence, because seeing part of their oc/base on your's makes them think you are stealing their artwork

I think what you're saying about many people doing it because other people are doing it is an accurate observation.
I am a beginner basemaker and I put this rule on my bases, but not for this reason. When I make a base, I put effort and my own work into it. It just seems to me like taking parts of a doll and adding them to another one is just sort of disregarding that.

I don't see the problem either. Some base makers even forbid you to even change the color of their bases eyes for crying out loud.

You know, I think taking a bit here and there and then combining them into one piece is okay. After all, you didnt copy the whole thing. Though I thinks it's best to ask permission.
