Some of it is (the figure and the swirls/liquid), and the rest is cross-hatched.Β The technique, in this context, would actually just be called 'stippling' (using dots of a single color in various sizes/densities to create values).Β The term 'pointillism' is generally used in context with painting (using individual dots of different colors to create a full color picture).

I think the liquid is equally as "strange" as the light.Β Tears, eye mucus, or perhaps Visine... maybe something else entirely.
