Probably because it's too out-of-character for Raven. Starfire has an excuse, being an alien and whatnot.
Sorry to disagree, but the real Raven can touch up/be touched up by anybody, can kiss anybody, can fall in love with anybody, can smile, laugh and be tickled by anybody, without blowing up as shown on the TV show. And I'll bet Beast Boy would love to be doing that to her feet, all day long if possible.

I think you meet the standards for quality. Honestly they get some really kooky styles working canon titles, yours would be cool, and it's unique. You got a new take on faces, and also (especially) the way you draw the female body is dead on for comics. I see what you mean though about the follow-through. Just even drawing a panel-page for the hell of it can be kinda tedious.
