Title is pretty self-explanatory I think!It's Garrus Vakarian in a top hat with a bow-tie, because I think that Garrus would totally wear something like this XD
Shepard is totally grinning like an idiot off-screen BTW.
I'll probably draw him wearing the whole fine-evening wear ensemble at some point, because I'm really enjoying this idea.
