For those asking on my progress shot I posted previously;

The frost is done by hand, very slowly. I picked up a metallic white fabric paint and as I painted it on (the bottle had a thin tube like tip I didn't have to use any brushes), sprinkled some white glitter on it while it was still wet to give it a sparkly frosty look. Kind of like how fresh frost and snow sparkles in the light. This effect is seen better in person and doesn't quite get captured in photos. I would also recommend looking up a ton of pictures of frost, because frost can form in really bizarre ways and can be really random.

The staff started as a pvc pipe, I ordered a long string of EL wire in a light blue that's wrapped around it. The woodlike texture is papermache with kleenex actually. I only used 2 shades of brown and a light blue (to add frost) for painting it.
