the channels are what set the angle of the dots, if its not a grey scale image, its corresponds to the CYMK channels for making the color like what you see on a newsprint/comic book

Its says in the tutorial
Filters>Pixelate>Color Halftone, course this was in Photoshop 7 at the time and its still the same in CS4, though I could probably make a update on this one by now seeing its unknown popularity.
