I think the feathers were done very well in fact. Fairly realistic (Though listening to Piano Concerto in D Minor, K. 466 1st Movement (Mozart) while looking at this picture works very well together…)
I do adore how well you did his torso, the shading is quite nice and the bone structure is good.
His expression is hard to read because I go between a slight unnoticeable smile, to just an almost stoic look upon his face. It's hard to discern…but I like it. I <3 his hair….
I also like the Crown (It is a crown of some sort right?), and very well placed of course... (miss his legs though…but I can always live without)
I like this because it does show somewhat of a softer side of him which you hardly see in fanart.

I actually really like your feathers. I mean, I don't know a whole lot about feathers either, which might be part of it, but I know a bit and they seem okay.
Are they the "right" kind of eagle though? Like...they look like bald eagles. I have no effing idea what kind of eagles (or eagle I suppose...one eagle with two heads...) are even in the Russian coat of arms so maybe I should just shut up now XD

I don't know.. I just saw the Russian Empire's coat of arms which was from around.. the 15 century or so and the eagles were made of gold so it's hard to tell
