nope, sorry i cant remember where i got the info but his Shakai does have wind based attacks

No it doesn't, dude. The release is "The Flower God Weeps As The Petals Fall; The Sky Demon Smirks As The Wind Roars". Could that be where you got that idea? Up-to-date, I've read all the manga and seen all the episodes, and he has never used a wind-based attack. And really, the only time we've seen Katen Kyoukotsu's true power was against the Primera Espada, Starrk/Lillynette.

i found where i got confused. His spinning top attack causes the wind to spin but it is still toy based like u said
