The style makes me think of "Legend Of Zelda" Like, Windwaker, Phantom Hourglass, And Spirit Tracks.

The clouds are pretty poor. If you were looking for a quick and easy way out of doing them, you should have used the circle tool at least.
Character's not bad though.

Ok, I can see that, but in my opinion, it should still look less like a messy scribble and more like a carefully created swirl. You could rough out an "outline" through a scribble using a color not on your palette, then slowly draw over that using white, then erase the outline using the right-click eraser trick. Then, go back to the cloud, smooth out the pixels, and then if you wanted to, anti-alias them.
Here, I've created a GIF for your benefit illustrating what I just told you. [link] The first frame is essentially what I see in this piece, and it progresses from that to something a little more finished. This took about fifteen minutes, which isn't all that long, although you could spend more time on it if you wanted to polish it up more. But do you see the difference between the first frame and the last frame? It's the same concept, but the last one looks SO much better.
