From Peterson's Guide:

Spotted Sandpiper - Actitis macularia - Chevalier grivelé

7.5" (19 cm) Most widespread sandpiper along shores of small lakes and streams. Teeters up and down as if a bit too delicately balanced. In breeding plumage, note round breast spots. In winter plumage, no spots; brown above with a white line over eye. A dusky smudge on each side of breast enclosing a white wedge near shoulder is a good mark. Flight is distinctive: Wing beat in a shallow arc, giving a stiff, bowed appearance. Underwing shows a bold wing stripe.
VOICE: A clear peet or peet-weet! or peet-weet-weet-weet!
RANGE: Alaska, Canada south to northern half of U.S. Winters from s. U.S. to n. Argentina.
HABITAT: Lakeshores, ponds, streamsides, marshes; also rock jetties.
