Oceanica is the holder of the water power stone. The planet she originates from is a bit different from most planets. Instead of it being a sci-fi or desolate environment,half of the entire landscape is hidden deep with the waters and the other half is above the surface.
Oceanica was a royal bounty hunter for her kingdom, serving and protecting the king and queen of the underwater kingdom. She is a very skilled huntress with top notch abilities to attack her enemies and protect her kingdom. She can also walk on land where her tail can transform into legs for her to travel the surface. She takes her job very seriously, which pretty much makes her a stick in the mud.
Her life was going wonderfully, that is until Erodious arrived and destroyed her kingdom and her home planet. Being the only survivor (and suffering from PTSD from the attack), Oceanica has dedicated her time trying to collect the remaining fragments of her planet. She would also be teaming up with several other survivors from other destroyed planets to destroy Erodious and avenge her fallen kingdom.
As for her power stone, the stone can allow the user to bend and control the waters of the environment. It cannot turn the water into ice or heal any injuries. You're thinking of the wrong show.
