There are fortunately legal remedies for anyone caught up in this. The defendant would highly likely be able to claim an “act of God” occurred, since no court would likely even hear any argument about feats of magic occurring.
Even if they somehow did entertain the argument, the prosecution would need to have a firmly established case against the defendant and I doubt that any lawyer or judge can work out who the responsible party is, if there even is one.
So especially with nearly 100% of criminal cases in the US either ending in plea bargains, dropped charges, or deferred judgments, it’s not like Princess Twilight (or even Sci-Twi) will have any cause of worry. If anything, the cops are there to take Lyra away, ha haaaaaa!

Twilight should just hire the Flash of her world to be her guard. As a princess, she really should get some. Maybe when she takes over for Celestia and Luna.

She could do that. And frankly, I'd hope that would happen after pony Flash was first introduced. But due to his unpopular reception by the fandom, it is impossible to determine if Twilight will ever have him as a guard in her castle. With the show nearing its end, there has been no development between her and pony Flash.
So, as far as we know, they don't have any kind of relationship going on.
Human Flash just seems to be more obvious choice, as he is the only Flash Twilight has ever interacted with on an emotional level.

She also needs a consort in order to bear heirs to the throne. Celestia, Luna, Twilight, and Prince Blueblood are the only four in the line of succession, so if all four were to perish, Equestria would likely be absorbed into another kingdom as Portugal was into Spain between 1580 and 1640. She kills two birds with one stone here, but she could theoretically get Flash from the human world, no? Or would the Flash from the pony world be a better option because of actual military experience?

Well, from a political point of view, pony Flash would make more sense (it'd be kind of like what happened with Cadance and Shining Armor). But don't forget about Flurry Heart too, I'm sure she would be up for the throne. But I'm sure Twilight wouldn't be pressured for an heir. After all, Celestia ruled by herself for 1,000 years.
Besides, Hasbro's been hinting to human Flash and Sunset getting back together for awhile now. I guess that would make the Flash character the love interest for the main protagonist for MLP and EQG.

And if Celestia and/or Luna is retiring and we give them the benefit of the doubt and say they are at least 1,000 years old, Twilight Sparkle may only live the lifespan of a normal pony, so she may need a plan of succession for when her reign ends. It is, however, possible that Celestia and Luna don't retire at all, especially if what I hear about the Summer Sun Celebration being renamed to the Festival of the Two Sisters is correct, but a retirement may not necessarily mean a complete abdication. What are your thoughts?

Well, the creators did say that alicorns are not immortal despite what many fans believe. Celestia and Luna are exception becomes they're so powerful and are practically goddess. It was stated somewhere, I don't remember where, that 50 years for a normal pony is only the equivalent to one year for them. So if ponies live the lifespan of a normal horse (which is about 25-30 years), then they'll live to be 1,250-1,500. But since ponies seem to be the Equestria equivalent of humans, based on them becoming humans in Equestria Girls, and a human's lifespan is about 80-90 years, their lifespans should be about 4,000-4,500 years. The latter seems more accurate/likely based on the ages of characters like Granny Smith. But even if their lifespan is 1,250-1,500, it would still make sense that they would want to retire now since for them they would be around that age. I'm getting of topic though (sorry, sometimes I ramble).
The creators did also say that Twilight would not be outliving her friends when asked in an interview, so either Twilight's lifespan will not increase despite the fact that she's going to inherit Celestia and Luna's powers over the sun and moon, or the other members of the Mane Six are going to become powerful alicorns as well. Whatever the case, you're right, Twilight would eventually need an heir, or she would need to do what Celestia does and find a successor. I do think the series will end with Twilight succeeding the throne, probably after she gains the confidence after defeating Grogar and the others. That's probably what's going to lead into Generation 5, and Twilight and the Mane Six will have roles similar to what Celestia and Luna had while the new series focuses on the new characters. I'm sure That both Celestia and Luna will still act as advisors though when needed, the same way kings and queens do in the real world when they're succeeded.
And yeah, I guess Flurry would be the heir to the Crystal Empire. But who knows, Cadance and Shining Armor may have more children. I actually think Gen 5 will have Flurry as the main character. Sorry, I mean the MANE characters. Ha, puns.

Is fyre-flye one of them? She seems to be one of the early producers of the series, although she made up a head canon on the spot some time after she left. I think it had to do with the fact that Luna's mane never was flowing until "Luna Eclipsed" and she said that it took a while for Luna's good magic to be replenished after the evil magic that possessed her left.
My guess is that Celestia's role will become more ceremonial, with Twilight handling a greater share of her responsibility, with Celestia retaining the title of head of state. Luna would probably retain her dream world abilities, although a screen grab listing Twilight's occupation as "Princess Luna" prompted my friend to say that Twilight will also be taking over Luna's duties. Either way, do you think any of this could happen? And how would you react if Twilight were in your dreams?

I'm sure Celestia could/would attend as an advisor, at least until Twilight truly got the hand of things.
As for Twilight handling the dream realm, I think that depends on the pony and what they're dreaming of. Besides, since her friends are meant to help her rule, I'm sure they would help her, maybe take turns doing specific duties or something. Not that Twilight couldn't handle it, since Celestia did both jobs while Luna was sealed in the moon.
You know what would be a good idea though, if Twilight got Discord to help her out with the dream realm. He could go wild with his chaos magic, and there'd be no consequences since it would be a dream and no one would get hurt. Discord never actually hurt anyone is the real world, he just caused so much mischief that everypony was miserable. If it happened in the dream world though, they'd probably love it.

I have an idea for what comes next:
1) Sunset Shimmer turns in the real culprit, being identifiable as the one with wings.
2) Princesses Celestia and Luna wonder why Twilight has been gone for so long.
3) Flash Sentry, the new castle guard, reveals that she's been arrested.
4) Celestia asks for her release by royal decree.
5) The human world thinks this is crazy.
6) She threatens to declare war against the human world unless she is released.
7) They still think she's crazy.
8) She declares war against the human world and launches a full-scale invasion with the goal of annexing the entire human world into Equestria in order to set her pupil free.

Yes, but Flash Sentry went through the portal before Princess Twilight got away and Princess Twilight has wings, which Sci-Twi doesn't have. Sunset would use the wings as an identifying characteristic and Sci-Twi would go free.
