While this card points to a Plant monster, all monsters your opponent controls become Plant monsters, also all Xyz Monsters you control cannot be destroyed by the effects of Plant monsters your opponent controls. You can only use each of the following effects of "Rikka Queen Jokduri" once per turn. If this card is Link Summoned: You can send 1 Plant monster from your Deck to the GY. If you would Tribute a monster(s) you control to activate a "Rikka" card's effect, you can Tribute 1 Plant monster in your Deck instead.

I mean, until Lancea, you couldn't Tribute monsters from the hand either. I could pencil in that this card would look through the Extra Deck first. Or have it Special Summon the monster out before Tributing it, that could work too.
And... well, for the second effect, it is Rikka. It's only a slight improv on Lyriclusc - Assembled Nightingale. I could make it so the effect simply keeps them from destroying the Plant monsters with their effects, at least. That still leaves some other forms of common removal, but still keeps this relatively weak Xyz from being the first bit of runover fodder. Would that work?
