In the Expanded Mythos, The Tick-Tock Man is a Mask/Avatar of Nyarlathotep. It is technology incarnate. This Mask originally comes from “‘Repent, Harlequin!’ Said the Ticktockman”, a short story by science fiction writer Harlan Ellison, who is among my top favorite Sci-Fi writers for his story (And game) "I Have no Mouth and I Must Scream". This avatar is found when science begins to spread more and more. It is said that the Crawling Chaos gave humans the ways to unlock the atomic age. Which sounds like something he would indeed do for the Nuclear lulz.
