Heya! Thanks for taking an interest in what went into making this image. Let's see...

I used DAZ Studio and it's associated figures and props to make Jelana. Download the free program here: www.daz3d.com/get_studio

The model is Genesis 2 Female customized with various morph packages found over at DAZ (She is free with DAZ Studio).

The background is the product of messing around in Photoshop CS6 for a few hours.
The word Police was added to the base texture for the pants in Photoshop.

Ouch! around $200 cash. I'll wait for the 90% discount! someday... 
No wonder there is close to 400gb in torrents, and 300+ web pages of free stuff on a dozen websites (though I think Renderousity is the safest to browse).
