it's John Bly from an old Weird West show "The adventures of Brisco County Jr." ^^ it's a fun watch, especially since Bruce Campbell plays the title character xD

Drago partly got pigeonholed into always being a creepy villain because, according to rumor, he suffered a mild stroke as a teen that makes him unable to smile properly. He seems to always have a vicious sneer regardless of what he actually feels. What I find interesting here is that you seem to have compensated for that, making him seem more reposed then he usually does.

it's so funny you say that, bc there's a movie where he actually co-stars with Chuck, and he even managed to knock him out once XDD Chuck did threw him out of the plane tho, so that's fair (kind of)
