Yes! She's the new villain, we don't know much about her, she'll be the villain of the upcoming steven universe movie.
I guess Rebecca wanted to give her old school cartoons vibes, she also moves and acts like a old feshoned toon and I love it!
Actually all the steven universe characters are different from one another, they all have different bodyshapes, skin colors and faces, expecially the gems, some of them don't look like humans at all, so she doesn't really look out of place.
