gahhhhh.... i'm so tired and pissed right now... TATthis is part of me and *BeaRabi 's collab-thingy; we're drawing a bunch of the nyotalia versions of hetalia chars and their player 2 versions. this would be fem!iggy (player2v.); fem!italy and fem!russia are done and hiding in a corner somewhere herp.
tired and pissed because:
*this took 6 hours, give or take a little cause of a few short breaks.
*had the process recorded for a speedpaint... IT DIDNT FCKING SAVE 8A8
*my other attempt of recording a speedpaint, right before,(fem!italy) FAILED ALSO. sobbbb
so yep. WOOO IM ALIIIVE~ /flails

and I'm sure you can, though I would recommend investing in a tablet if you would like to do completely digital works, as one makes it much easier to do digital art. If you do get a tablet, I would reccommend a Wacom Bamboo Fun, though I have a Wacome Intuos 4 myself.
As for art programs, I started with PAINT.NET, which you can download for free from that same URL and is a good program for beginners. I believe that alot of the time, when you buy a tablet, it comes with a drawing software; I got PhotoshopCS4. Photoshop is useful for making alot of effects and there are alot of brushes you can use there. However, as a response to your other comment, I use PaintToolSAI, which is specialised towards drawing and painting, unlike photoshop. It's really good because you can customise brushes and all of its drawing/painting-specific tools are really handy.
