It still does not dictate character as I mentioned earlier. It may slightly change the way a character is perceived, but somebody does not change based on their attire, in fact it's actually the ruciprical.
So it does not in fact depend in who your talking about.
You mentioned design as a source of recognition, so I think you are in fact trying to say, the lack of pants are identifiable with the character so it changes how someone would perceive him??

I don't remember what I intended the story behind this to be, it was probablly some dumb excuse to dress them in formal wear, (I usually put pants on wakko when I dress him up formally?)
