Howl is Welsh. It's a deliberate and calculated corruption on his part of the name "Howell."
What's fascinating is that the gentleman who voiced him in the U.S. English dub lives in Wales and speaks with what appears to be a Welsh accent... and suppressed it to do the fake "American" accent you hear in HMC and Batman.
I still find the whole thing a bit odd but none of the other actors sounded particularly British to me, so maybe it was just to blend in.

Actually, I don't mean to be a party-pooper but, Howl is Welsh. His hair is naturally brown and I want to say he played rugby in high school...
BUT there are also people like D'eon de Beaumont from Le Chevalier D'eon!

This is based on the book. There is a quote where Calcifer comments on Howl's vanity and how extraordinary it is coming from a man with mud-colored hair. Howl was known for how long he would take in the bathroom every morning and it was not uncommon for him to change hair colors on a whim (usually whenever he changed love interests). Michael actually made a comment that if Howl ever went out without having perfected himself in the mirror, that would be Michael's indicator that he had truly fallen in love. He does this at the very end in order to save Sophie.
But yeah, he's definitely Welsh. That's where the black door leads to: his hometown. I think he played rugby... but I'd have to go reread an entire chapter to be sure. But I'm positive that he wore a rugby jacket when he took Sophie and Michael (who were being nosey enough that he simply gave in) to meet his family. I remember that scene because Michael's discomfort with jeans was HYSTERICAL.
Well... D'eon from Le Chevalier D'eon is another example of a French anime character. I just felt bad for picking on Howl and was trying to offer you another alternative. It's a very interesting anime, especially since it's set in France just before the revolution.
