Well, although he's a jerk, he's right about that.
It's not that easy for a Tigo to get a permission to stay in Grodan city. But all those tigo work in the city and needed a place to stay. So the settlement was born. It's illegal, but at least the Grodan government tolerates it as long as crime rates are low.
