I always use painter and photoshopβ¦β¦sometimes I use oc but not good OTZ
The dots in the bg is use photoshop:
fist copy the bg layer and desaturate then use Filter-->
all the channles fill in "45" and the Radius you can fill as you likeβ¦β¦
