thanks very much. Well, its an old picture but if I remember rightly I used the cutout filter (overlay) and the dry brush filter (overlay) on different layers. I also added a paint layer (difference mode) and a canvas background. And then another paint layer on top. Its all about merging and mixing and so on. Hope this helps.
