exist a lot of apps for that, from adobe animate to toon boom

Yeah it's theoretically possible to make it with gimp or any other program, since GIFs are just multiple images after an other, but drawing all these (or lets say editing) sounds quite hard

with GIMP 2 is a bit hard, sometime i use that for make avatars and customs, now i prefer animate or Photoshop
