Preventative measures to remove excess fuel (dead branches/brush), while not 100% effective (and not 100% "natural"), can go a long way, especially if the fuel thus collected is used to make mulch or electricity, which can reduce the final cost. Property owners should also be held responsible for taking care of their land, too.
Just because California has failed to take proper care of their "wild" lands (where other, poorer states haven't), does not mean Australians have to.

its also the fact that farmers who are back burning there properties arn't helping at all and some parts of nsw has banned back burning al together. keep in mind that its not australia as a whole thats affected, its most around the new south wales area

Controlled burns have been used in the Southeastern U.S. for many decades with great success. It has only been when newcomers from up North move in and manage to stop the burns that fuel builds up and disaster strikes.
