Thank you very much! So I first looked up examples on real life city scapes to kind of study how they all look like in the distance at night time. I drew the outlines as you guessed, and did the value coloring to fill them all in and make particular buildings look 3-dimensional. I then added lights (took awhile XD but worth it) and added the glow effects on all of the lit windows and areas. It took alot of intense visualizing as I did it, but it's really fun. Give it a try!
