Gohan had just come back from the Cell-Games with bad the news. She yells at her brother how this could have happen with him being so much stronger than Cell, and then she ran away crying. She runs in the woods where she unleashes her anger transforming in a SSj.

Well, Gohan has some guilt... not the whole, but his father warned him to kill Cell as soon as possbile, but Gohan toyed with him to long.
And you must also see that Gorin and Chichi could not see the whole fight because all the cameras were destroyed. She knows that Gohan was stronger and should have won, but it was Goku who died. Maybe it's a case of projection of her anger and sadness on Gohan...
