the "tournament of the strongest under the sky", i think is the litteral translation...

Viz translates it as "Strongest Under the Heavens Martial Arts Tournament". And forget what Atari's told you, it's Tenkaichi Budokai, not Budokai Tenkaichi. Atari felt the need for Budokai to get top billing.
