In photoshop:
convert to grayscale
set the cutoff of the dark side of levels to a certain value (hold alt while you slide to see what you get)
set the mid average bar thing all the way to the other side so you get a harsh tone with a weak falloff
convert back to rgb
colorize with hue/sat controls
add a subtle radial zoom blur filter then fade it to lighten or softlight or something
