To actually fly, you would need very large wings attached to the main body. Wings at the shoulders would create way too much torque for any conceivable skeleton to handle, plus there would be no room for the muscles to move them. However large wings on the lower body plus small wings on the upper body would work - in fact this is a good idea as this character has no tailfeathers to steer with, and the small upper pair of wings could do the same job.

I would go with the sholders, but it's better (physicaly) to put them lower down (see third last.)

I like the wings on the top half, scaled just right it could look pretty good. Perhaps experiment with their size.
