in Adebe Photoshop there's a simple tool that allows you to Desturate, so I just did that at 100% and went back and saturated the blue parts like my eyes and hair streaks ... though I should probably tone it down a bit - it looks a little too neon lol!

Well my hair was already blue so I just put the color back into it in the pic. If you want to do some other color other than the one you have then I suggest colorizing it using CTRL+U on your selection.
