yes. 18. that's the age when in most countries you are allowed to make a contract with someone or a company. but people under 18 mostly go through their parents. So their mom or dad has a paypal account and pay for them, and they in turn pay their parents.
I don't know how it is where you live, but in some countries you cannot even be responsible for your own money until you reach a certain age.
