I think the background looks well done! And the style of the picture is really cute and not something that I usually see so its nice to see something different. <3
Over all the picture looks great! ^^ And I wanna hug her, she looks so sad ;n;

I dunno, the background looks pretty good. Melanie is drawn in a cutesy-cartoonish style and her background matches her. The background elements are a little flatter than she is, but I don't find them distracting since we're all obviously here to look at Melanie. I could see you being more critical of the wheelchair, but even that has a fanciful and stylish feel to it that matches the rest of the scene.
If you want a more serious critique, I would consider this background a little too lively, considering Melanie's mood here. Since she's sad that she can't go play and is pining for legs, I would have made the background blanker to give it a colder and more hollow feeling. The wall with the window is great, but the bookshelf is a little cutesy and lively. However, it makes sense that Melanie has this big bookshelf and the presence of teddy bears and a pink rug kind of play up the irony of happy imagery surrounding a little girl who isn't happy, so I wouldn't consider the background an out-and-out "flaw."
Love the coloring style here too. The crayons play up on her age and childlike yearning for adventures she can only read about. Makes the scene that much sadder.
I like it when character colors change based on their emotions. What's Melanie's "default color?"
