I started making patterns with the duct tape dummy method. It's pretty easy, and it's a good way to learn about how pattern shapes behave. What you do is sculpt the shape of the plush you want out of wadded up newspaper taped together. Cover that in a layer of saran wrap. Then cover that in a layer of duct tape. This creates a "skin" you can then cut off. (Draw any markings you need first, so they'll be placed correctly) You cut it up into pieces until it lies flat, and then it's a pattern! Just trace around it, add a seam allowance, and sew it back up. The results won't be perfect, but they'll be pretty decent.

Depends a bit on what you want. The base price for a dragon plush this size is $150, but ones with detailed markings like this one cost a bit than that.

Got any tips for making the seams all smooth? I'm going to be trying something similar soon but I don't have a lot of confidence making it look nice :\.

Well, I hand-sew them. I'm not sure how I'd do some of the little fiddly bits on a machine at all. And hand sewing lets you carefully ease together the shapes.
