This is an interesting piece, kinda reminds me of Balto for some reason, probably the color if the fur and the underwater scene reminds me of the water beneath the ice in snowy places.
Lineart: Great!
The lineweight is very well distributed along the wolf, the lines are stable too!
Good use of the lines to make out the fur! the fact that the fur is pointing upwards helps selling the idea of the animal being indeed underwater.
Color/shading: Averange
The color palette is indeed cold, and the range of colors are very similar to each other, a little too much if you ask me, it is possible to add more different colors to a piece without altering the overall theme of it, maybe this could be possible by taking advantage of the sunrays across the picture or adding some shades of subtle green here and there.
The shading is almost none existant on the wolf, which is a little off putting considering there's a fixed light source that's coming from the upper left, the shading on the rest of the background is mostly okay as it gets more dark towards the lower right corner of the picture.
Because the are no highlights or shadows on the wolf, is harder to know where the light is coming from, besides, the fur could look less flat and have more texture to it if you include these two elements.
Anatomy: Great!
Most aspects in anatomy are good in here, none of them are too obvious for put you off or anything.
However the fur located above front is a little narrow and going a bit too much to the left, making it look like the paw is connected to the wrong section of the torso, the same can be seen on the tail, it looks like it's connected to the left butt cheek after close inspection.
Everything else is good though.
Background: So-so
This is probably the aspect I have the most problems with.
To begin with, the white blobs on the upper left corner appear to simulate the look of the surface of the water, but it doesn't quite look like it, perhaps because it needs to be less blurry and more defined, and also be more throughout the upper side of the picture as it seems like there's an invisible straight line between the surface and the rest of the water, maybe more blobs fading away in the distanse could have helped in this situation. I know it's hard to make these things, but maybe it's better to look at lots of reference images underwater to get a better idea of what you should do.
The sunrays are there, but they don't seem to be coming from the surface but more like in a diagonal pattern, without a sense of 3d or foreshortening, some of them don't match with the actual sections of the water where the light is supposed to come through.
It's a little hard for me to write down specifically how to improve the background, so sorry if I end up sounding confusing
Details:
Since this is an underwater scene, I would expect air bubbles in some places.
The flat colors on the wolf along with the black lineart kind of clash with the bg, which is more blurry.
Conclusion:
My main concern here is the background, the low variety of colors and the shading, I really am not sure how I would draw the water on the surface but all I know is that it doesn't really look like that to me.
Also not sure why, but the picture looks a little empty to me, but that's usual since there isn't much stuff underwater while being so close to the surface.
I hope you can get something out from this commment, again sorry if I can't get my point across so easily.

You were definitely on the right track in your endeavor to create water. The subject looks weightless, the lighting is correct, and really only the surface could use some work. Try changing the perspective because it's a little off and try some more values near the surface. Look at some pictures of under the ocean and focus on the details. Look carefully at the negative space. Very well done
