depends on the art ..AND which area you live.
Australia is pretty damn big.
There are LOADS of artsy folk art towns spotted along the east coast of Australia (places like Byron bay).
But if you are thinking in a larger perspective than the city of Melbourne is an area known for its creative culture (music, arts, theatre, cuisine).
