I am using the full extent of the powers granted to me by one high school anatomy and physiology class, so some of this might not make sense, but the general idea is that Prectians speak in two tones at once.
The reason for their really screwed up looking nasal cavity and multiple sets of similar structure is probably that their ancestors went relatively quickly between being terrestrial quadrupeds to aquatic whale-ish creatures to terrestrial bipeds due to a climate disaster on their planet, and certain (and sometimes conflicting) environmental pressures kept/melded together some useful vocal features that worked on land and in water.
