Yes, it's those extra bits of effort that can really take a good drawing and turn it into something truly impressive.  It also just adds something to the character design and gives the character a bit more personality.  You see that and part of your brain registers that she would have had to have made the effort to find those materials to use for her outfit.  What I like is that the dress has patterns on both sides, the material over the bust has a different pattern, and the sash around her waist has a third pattern, yet they all compliment each other.  Her stockings have that nice bit of lace at the top, and, of course, the colors for everything go very nicely together.  As someone who's been having to study historical clothing for some writing projects, I've come to appreciate details like this and it's always great to see artists use them in their character designs.
