I was going to make a snarky remark, but come to think of it, Commissar Lash (not his real name) has shown up in three of my 40K short stories and hasn't shot one guardsman.Β He arrested Lonzo and turned him over to the Inquisition, and he handed out floggings for gambling and talking in formation, but he hasn't shot anybody yet.
Besides, Falx is a main character.Β This is more likely to provoke the 'Sent on a Suicide Mission' method than a bolt to the brain (providing a chance of survival and a more interesting story)
