Yeah. I like to draw cartoony figures so for my style I can draw over the top expressions withouth it clashing with the rest of my drawings. Styles and drawings with a "skeleton" (a still base) is hard to draw expressions for, since the artist has their hands tied a little bit. The problem might also be at some cases if the artist really want their art/character to look pretty so they sacrafice trying to draw their wanted expression at full extent and just choose "close enough, but appealing" instead.
But I really like expressions even if it makes the character look ugly. So I just experiment and redraw lines, even if they look pretty.

yeah, your right about this
sacrafice is inded important, but its aup the artist , ther are alot of great arts out side, but thy dont have the imotional side, which makes thim a bit boring , thats why they said that art is more like a mirror of the artist , whatever feeling he is in, will be reflected on the canvase

Well, I don't think that's neccesary true. But it kind of works the other way as well. I always take up the expression I want to draw, so my friend constantly asked me what1s wrong when I drew this XD
It depends on what the artist is focusing on. For example if they focus on anatomy they most likely to draw a base-like thing with no expression to work their way into shaping it with the most accuarcy they could possibly do. Or if they more invested in the clothing or background I doubt they and the viewer would lose interest if the expression is not expressive enough.

the part wher if an artsit is focuing on clothing or invironment, he wont be aiming on emotions and expresions
i tend to let my emotions effect my art, you know... what i like , waht i dont like and just mix thim to compose something i call a piece of work

yeah, its amazing how eachone have its own way to imagin things , but we all reach the same end, a nice result, its like driving from east and another one from weast but both of thim are driving and each one of thim will reach its destination
