You can make gifs using any image editing program, like Photoshop or GIMP. Usually it's done with layers, so if all the images are the same size and your frames are hugely different, it's not hard to make a good animation with photos.

Break it into frames. All videos are actually a series of still images that change at a high speed, usually around 25 frames per second, though this can vary.
