I start with an hourglass figure when I draw my characters. I was always inspired by J. Scott Campbell's art style and most of his female characters have that shape but I exaggerated it a lot for that illustration.

You should practice drawing figures like that and experiment with exaggerating certain body parts. Practice makes perfect
