So if I sketched a picture and inked it on paper then scanned it onto my computer.. It would be easier to colour it on there than if I sketched it on the computer first?

Well, if you use Photoshop you can edit and color an inked and scanned pictures quite easy, you may need to read some tutorials for it, cause it's a bit tricky with the settings, but possible. Sketching and doing the outlines on the computer sure is easier and less work (with an unclean inking and a bad scanner you have a lot of work till your outlines are good enough). If you never did any sketching or outlining on the computer before you sure need to read many tutorials as well and it's the same with coloring on the computer, in the end it's just a matter of practice.

And if you need some tutorials, just search for them here on DA, if you can't find a good one I can search them for you as well

Phew, that's a tough question, well I guess it depends.
With a tablet, for example, some things are much easier to colour, with only a mouse it can be quite hard. And then it's about the program you use. Photoshop, Painttool SAI, MS paint and so on. I did this pic with a tablet in painttool SAI and it wasn't that hard for me, I got more problems with the sketch and the outlines...
You see, I can't answer this straight, but all in all it's mostly easier to paint a digital picture as a real one on a canvas.
