- Physical traits: A storm cloud with a beast like face and claws. Their bodies are hidden in the cloud. They also have a teethy red mouth with a long tounge.
- Lore: They're youkai associated with evil and bad luck. They would punish farmers who steal their neighbor's water. Their water would be taken or the farmer would be eatten.
- Storm cloud: control of water and rain, lightning, wind, storm conjuring. His lighting is distinguishable because it is red. He can also become vapor like a cloud.
- Fly: He has a decent speed. He isn't as fast as Raiju but that's given.
- Strength: Like Raiju, he has the claws and strength to tear into a trees. The size of his cloud impacts the size of the arms.
- Curses: His specialty is curses in misfortune involving blood or fire.

Personality:
- Observant: He seems to always be taking note of his surroundings and analyzing what happening.
- Clever, Deliberate: He thinks through his reactions and responses. In times of distress he usually doesn't panic and react out of impulsive.
- Responsible, dutiful: He takes pride in his actions. From past experiences, he has appreciated wrong doers who are responsible. He holds himself to higher standards. Seeing himself as above humans, he would consider it a disgrace to fall below their level.
- Loyal, dutiful, reliable: He is loyal to his masters and duties, even if he is in disagreement with their choice.
- Caring: Even if he thinks less of others he does care for them and their well being. He just doesn't see them on his social standing.
- Curious: He has a thirst for knowledge and understanding.
- Lenient: He thinks it's important to follow important orders but he thinks it's fine to break pointless and/or petty rules.
- Vigilante: Used to punishing people, he can be disrespectful of human laws and take things into his own hands. He disregards human rules, thinking he is not bound by them. He has been ordered to be well behaved and not abuse his cursing abilities. That doesn't mean he has completely given up such actions.
- Threatening: Sometimes they are empty threats, at other times he's completely serious. If he's treated with disrespect, it's easy to piss him off.
- Witty, quip, sassy: Usually he makes amusing responses but he has a sharp tongue at times (physically and figuratively). He can use his clever retorts for harm.
- Achiever, persistent: He sets goals for himself. He gets what he wants and acts on his desires.
- Condescending, arrogant, and critical: Being used to punishing humans, he sees them as inferior. He thinks the same of youkai who are weak. Just because he sees them below him, doesn't mean he abhors them. He finds those who act with wicked intentions to be disgusting.
He sees respect as something to be earned through power or virtue. He expects to be treated with respect in line with his status.
Reason for stay: He was ordered to work in human society.
Biography: He was born in Tsugaru on shakkou. When he was born, he appeared out of thin air as a child. As it rained, a kosamebo found him. He traveled with him with the rain and guided him far away and to a deep area in some mountains to Raijin. Tsukuda was welcomed as a retainer in his estate. As a child he did servant work in the castle. It wasn't until he was an adolescent that he was trained to maintain the peace. He was an apprentice, working under another yokai until he had the hang of it. His job was to interact with humans; punish them for crimes, and to protect them from threats. He usually would punish those who stole water for their crops. Sometimes he would use the weather to keep away invaders and other threats.
In the past many humans knew they were real. Yokai became creatures of legend until 100 years ago. As a result, efforts were made to introduce yokai into human society. His master thought that his retainers should have a fresh understandings. Ultimately, the goal is to train him for a position at a local yokai consulate. For now he was sent to work at a yokai specialty store. It is both a test and a learning experience to see what the yokai community needs.
The store is owned by a Nue. Usually he's in the back room and Tsukuda is in control of the front of the store. It's a somewhat eerie shop for humans. The store sells ingredients from the yokai world, yokai medicines, useful books for yokai (instruction, medical, etc.), and alternative food sources for yokai (ex: processed animal blood). Many of these items are unavailable at most human stores. Tsukuda is really strict in the shop. He has cursed customers who misbehave until they atone. He will occasionally be reprimanded by his boss.
It has been a while since he moved into the inn. He's long finished his job training. He usually keeps to traditions though he is open to learning about human society. He still wears more older fashioned clothes. He wears hybrids, stylistically influenced by T.Kimono. Itsuki has also been hired to work at the store as well.

- His nails are yellow naturally. In his yokai form they're sharper like claws.
- He hasn't gotten to known his master personally. He rarely sees him. He has overheard and caught glimpses of some of his duels with Fujin.
- A raiju assists him with delivering packages. He knows many from his master's estate. Their lightning speed is quite handy. He's admires them and is a bit envious.
- Also acquainted with an uwabami.
- He keeps a stray cat spirit in his place that's possessing a cat plush.
- In the past he had long hair but he has since cut it short. He's also sported a ponytail long ago.
- He was an assistant for the Kamikaze typhoon. His master is more appropriate to credit for the event. He was just there to aid his master.
