I think this picture sums up their relationship quite well. Harley is all affectionate and sees Ivy as her bff (with benifits...?). Harley is all blushing and flustered and may view Harley romantically...who knows though since she isn't one to show her feelings. In this pic she is blushing though.
Just how I interpret them though. XD
